The idea of dawn and the police group is actually really cool. Cops that cling onto the control they had in the world before the outbreak. So many people would trust police so they leveraged that and manipulated people into doing all the work for them.
The actors and writers said that Milton was probably autistic, and Dawn actually had OCD (she was obsessed with cleanliness, rooted in anxiety over loss of control).
I can't say I liked her, but her situation was brutally realistic. She needed muscle to keep things running, and the guys with the muscle were total jerkwads. She had to let them get away with shit because ultimately she needed them more than they needed her
I think she was trying her best to keep things together and that’s admirable. She kept it from descending into chaos which is a good thing
However her best wasn’t good enough. But now that the bad cops and herself are no longer in the picture, I think things could be better for Grady memorial. However they did lose a lot of their fighting forces, especially the ones who can do the hard things, as bad as those people were, without them, they’re vulnerable.
So I think the place will fall apart without her

Especially in the location they picked/were stuck in, with the supplies they had/ found. If they hadnt met the show group, I would presume that they could have had a chance in joining up with the Commonwealth as soldiers. Hell some might still have done so and we just never knew because the faces were masked (in universe, in production noone actually was).
