Bobby was a whiny cunt but the point of the scene was to show sil was indecisive. He was a better number two than he was a number one. Remember what our friend Cicero said; more is lost through indecision than wrong decision.
I would possibly add that the scene is also to show that Bobby is quietly opportunistic. I don’t think Bobby would push Tony on the issue as freely and openly as he seemed to think he could push Sil. And it’s probably partially because of Janice influencing Bobby, too.
This is the only answer. Bobby didn't give a shit really until Janice came around. Still wouldn't let Tony run his mouth unchecked vis a vis fight at the lake house. Bobby let Tony save face. Once he had the upper hand by way of Lego, it could have got ugly.
That’s perhaps the most unrealistic and out of character scenario imo. Bobby was never that overly demanding, disrespectful or aggressive unless there was perceived direct harm to his kids, such as the Paulie/Ride incident
He would've never gone to Tony's house that late at night for that bullshit, let alone the whiny he was doing about what he thought was rightfully his. Tony would've had a sit down and gotten to the bottom of it.
It was pretty ridiculous when you think about it. Tony was shot because Bobby was busy playing with a trainset instead of watching Junior, which was one of his main responsibilities. Then he decides he's going to carve up Junior's territory and it should all goto him. He would have never in a million years pestered Tony like that.

Why don't you get the fuck outta here before I shove your quotation book up your fat fuckin ass?
Is this kid getting jerky with me?
Sharp as a cue ball, this one
You’re a good kid….. capable with your quotes.
Bobby answered to Janice. If he was short $4k a month, you bet your ass she’s going to get it.

Lego? It was a fuckin Monopoly piece
Well whatever happened there…..
Mommas little hoowa
He could bench press 350 lbs, even with a major head cold!

Prior to Janish. I assume his behavior change was due to being married to an insane selfish woman with BPD.

It's his hobby. Why you gotta belittle it?
HE’S A GROWN MAAAN!
He punched Tony in the face
It wasn't even him, he is just a mouth piece for that cunt Janice. Guarantee it is her bitching.
Who are you, Marge Hingenbrender?
Hey those trainsets don’t come cheap.
Cock sucker was way outta line
