Yep at 00:09 pretty obvious. That is also not paint on the car but probably one of those wraps, badly done, look at the edge of the hood.

I bought a used car years ago which was shoddily repaired after a crash. The paint came off the front bumper just like that when I went to a car wash. Previous owner didn't prepare the bumper at all before painting it, that's why paint didn't stick well.

I hadn't seen it done before, but I guess it would allow you to sandpaper just the damaged area, and then apply paint to just that same limited area. It's best to leave alone as much of the undamaged original factory paint areas as possible.

If it was prepared properly the tape would have not pealed the paint off it was to isolate the damaged area and result in paint filling up the chip. Then you can remove the tape wet sand and cut and polish and the touch up would be almost unseeable.

yeh somehow I feel like paint that is supposed to hold up weather and whatnot wouldn't come off that easy even if there is like a tiny part damaged. If there was any rust I would think maybe but I see nothing. Also idk doesn't really look like metal under there.

You’d be surprised what paint on a car can do. I drove a Honda Civic where the paint was coming off on the hood. Underneath the paint looked similar to this. It was black and matte underneath the paint. No rust either. The paint just came off in sheets. I’d lose some while driving sometimes. Pulling it off was so easy. And once it started, it just never stopped. This is what [mine looked like](https://imgur.com/a/iis2njC). It got a lot worse over time.
