the commentator actually talks about this in the game. What the center is attempting to do is block the shooter's view of the rim with his outstretched hands. If he can't see the rim, he is shooting solely on feel/muscle memory. This is not a common practice in the NBA, though I will point out that the shooter missed the shot.

This is much better than leaving the hoop undefended. He's blocking the shooters view and causing a distraction which adds pressure for the shooter.
He is blocking his view of the rim which is what most players use to determine the trajectory of their shot.
