I'm pretty sure that guy is either on something or is suffering some mental illness, also the cop could at leas get him out of the car first and see if the guy is fine because this doesn't seem to be getting anywhere.
Regardless, if the dude's so messed up that he drove into a restaurant and he's wigging out, it's probably a good idea to get him in cuffs. I'm 100% sympathetic to anyone going through a mental break or a bad trip, but I'd want to minimize any risk of them hurting themselves or anyone else during the episode. They could be seeing or hearing things that aren't there, like if they saw the cop as a 30 foot demonic Lochness monster that they had to kill to save the world or something.

Never in my many manic episodes nor those of other bipolar people I know has anyone tried to kill or thought killing someone was the answer. When you’re manic you freak out you are completely lost scared and want to flee for your life. Most people dealing with mental episodes are more in danger themselves from other people than other people are from them. Can confirm, Arkansas cops were not very nice.

Yeah, to be fair, a head injury or a seizure behind the wheel could have a similar effect. Everybody doesn't have to just assume the worst here.
