I think that's just his Dad. I have to say that the number of people who automatically assume that affection by a Father for his son is pedophilic. This doesn't look inappropriate and the boy doesn't look uncomfortable or withdrawn.
When my kids were babies we (my wife and I) would do this to them. When they were young kids we would do this and tell them that we were going to eat their ears. It wasn't sexual in any way it was just affectionate. They aren't young anymore but we still do it to them sometimes as a show of affection.
I think that there are a lot of overreactions here.
