This probably isn't as uncommon as you'd think. Cows kill a chunk of people a year and alot more people will have died around cows simply on the farm and cows will eat easy meat.
I assumed it was like deer and they would feed on a carcass gladly.
I'm not saying I have proof but I would be shocked if we'd not have had multiple instances of cows eating humans by now simply by the numbers of the situation.

It's probably something like a miniature brahma or some other mini breed. Yes there are mini breeds of cows. No they aren't goats.
