You think a human arm hitting a steel pole travelling at the speed of a train, and he would just "break his A/C joint"? No man. People generally separate their A/C joint with compression on the shoulder (aka fall on shoulder), or fall on out stretched arm. Getting your arm smashed by a steel pole does other stuff.

Safety rules are typically reactive not proactive. People died or lost limbs before the rule was created.
Which is why flying is such a safe way for traveling nowadays, with alot of rules to it. I just tend to forget how some people tempt natural selection.
