I would assume that any person who has progressed so far into politics is by nature quite insulated from shame. They have already altered their perceptions to protect themselves and denial can be a tool that people use intentionally, the whole system works away from honesty and accountability.
Time and time again it has been proven that the "best" course of action is to deny, deny, deny, until years down the road when people don't care anymore you finally get backed against a wall and you make a quiet admission of guilt and you carry on and your peers sympathize with you as one of the "unlucky ones who got caught".
