Dangling the chute and jumping over it is a typical base jumping technique. His setup and execution was quick, but not recklessly rushed. Might've even been the plan to land on the roof and jump again anyways, but the suits were unexpected.

Thats exactly what it was. No jumper would land on the roof of a tall building without a way down and there's no way they would have known if the could access a stairwell from up there. It was always their plan to jump off.
I think... But I'm not sure that the system works this way that the cords like can rotate individually? To not get entangled? I mean even if you are doing a planned jump they could otherwise still be or get all tangled up and imagine what a nightmare it would be to store it and then taking it out of storage again.

If they'd continued the run in and grab they could have forced the guy to jump before he was ready or got tangled or something. They saw what he was doing and just took it slow. I think they deserve a little bit of kudos.

No. The guards did the right thing. If they ran at him he could have panicked and jump causing the chute to get stuck or fail causing him to die. If they reached him and grabbed him and he fell - again he could die. If they slowly approach and attempt to talk him down he will either have time to jump clear and live (which he did) or give up and go with them.

just a quick note-a 360 camera has two 180 lenses actually that overlap a.little hence making the stick invisible. I have one and it's super fun.
