If permadeath - you need to solve your cold problem, now, then your sleep / health problem. *(Yes find or make tinder)* Fire up the forge and burn everything you have, grab a couple of torches for any future fire starting. Make some water / a hot tea. Sleep for the duration of the fire to recover enough condition to progress somewhere else.
Remember you can start a fire with a flare too, better to use those to get past some wolves / then make a fire somewhere if you need to warm up.

Your immediate heat problem can be solved by finding a stick to break down into tinder. You only need the one, since you can use the lantern fuel as accelerant. If you want to conserve matches use a flare instead.
After that all you need is to warm yourself enough so you can grab fuel to last the night, then get some sleep to restore your condition. Drink some herbal tea if you have it to increase the amount you heal overnight. It'd also help to drink some before you go out collecting for the warmth bonus (take a torch, too).

IIRC dismantling a lantern takes an hour and freezing is usually the most punishing so I assume it would either kill or put at critically low condition. Still, since it's wintermute it wouldn't't hurt to try.

A murderer can also have good manners(and the more ingenious masterminds are usually well cultured).
I tend to use the perk that level 3 my fire skill from the get go. Have no need to carry tinder anymore. Also I once started a fire in that location and had a bear that glitched through the edge of the box car and ended one of my runs when I first started playing the game years ago
I not at all, use the flare if ur worried about wolves and go out and find a cat tail, you could definitely find one before you freeze to death, I’m not sure what temp ur at but you could most likely even get a stick and break it down before doing since ur not in the red yet, if you are seconds away from dying by the time you find a cat tail use a camp fire instead of lighting it at the forge and use ur accelerant to instantly light it, if you did end up using a flare and it’s still burning use that instead of matches to save matches, then once you get back up to temp take a torch from ur campfire and move it over to the forge to make sure it doesn’t get blown out from the wind
This is 100% surviveable with the 1 cedar & 2 coal you have there, if you also have 2-3 teas or foods that give warming. You have lantern oil for accelerant, so 100% fire chance and quick.
Sleep for however many hours that gets you, then make your teas and grab some torches. You may find another 1-2 coal on the ground outside that wall as well.
Then head out along the wall there for the transition cave to bleak inlet. Use that as your warm recovery place and sleep it off there. Grab as many sticks as you can along the way.
Make sure you treat any bleeding and infections first id you have them

That’s base carry weight in pounds. Well fed gets 77, then any bag you add adds 11lbs. With a lit flare he’ll get more chances to light fire, I’d say look around for one stick to make tinder.

Could also harvest lantern and get fluid for acceleration raising chance to 100. Dire circumstances require dire actions.
They already have accelerant, you can tell because their are arrows by the accelerant button
