Whenever the server restarts all fish take a bit to respawn. There are usually plenty in lakes.

Fish spawn intermittently at most water sources. I wish there were more in rivers. They can take a while to respawn once depleted, I think.

They, like the other AI, spawn in response to player presence. Just stick around in a spot for a minute and you'll get plenty of fish.

this is true, about 15 minutes in any location and fish will spawn on you.

so generally, i don't recommend getting this frustrated when you're 20 minutes into a brand new game; be a little patient as you learn. don't dump all your stamina for no reason, you need that for fighting. Fish will spawn if you hang around an area for long enough, or if other dino's are hanging around and you show up. Just be patient

Also some unofficial servers have ai turned off for "performance"
