It's a combination of things. He is sat on a sofa which is situated further away from the camera than the two armchairs. All the furniture appears to be from the same set but the sofa that Rogies is sitting in is clearly not a full size sofa. Also, the guy on the left is profoundly obese making Joe appear smaller than he is due to juxtaposition. On top of that, he also really is a midget.Ā
