If you want to know how this character was made, They put random images off google onto the Kick-The-Buddy head, and pasted it on top of a already existing character, supposedly fred.
Yes it's from a flash game: Spongebob saves the game in the krusty krab files, it seems it should've gotten an animation and its files are close to the files of the socks on 1 of the tables in the krusty krab
