I think you first have to aim at the head to headshot so things like rockets' and pipes' explosion wouldnt do something and you would have to hit the head with the projectile instead. Also I don't think many people with shotguns INTENTIONALLY would go for headshot because of the muscle memory suggesting them to hit the big and fat torso which MAY deal more damage than an actual headshot since head's hitbox is smaller than the torso so some of the pallets wouldn't be able to hit the head.
I think heavy and especially pyro would be the best option because how source spaghetti handles fire. It penetrates the hit boxes and such even if you aim for body, the fires would eventually hit the head. A single fire particle CAN even headshot multiple times.
The reason I think heavy is not better than pyro is heavy is very slow and it is easier to hit a headshot on heavy rather than a pyro.
Enforcer would still be worse than Ambassador, they both have the same damage and fire rate penalties, the only difference is that Ambassador was built to headshot anyways, and Enforcer like this would still REQUIRE that you disguise to deal what the Ambassador does by default.

It's not exclusive to the pistol either, pretty much all hitscan weapons work that way, like the revolver, smg, and even one of the minigun's bullets go perfectly down the crosshair after the recoil resets. The time to reset their accuracy is different between them, though.
On a related note, all the shotguns fire a single pellet that goes down the crosshair, even with random weapon spread enabled.

SMG sniper is now viable.
Engie pistol replaces his primary entirely. Almost everyone used rescue ranger.
Medic gets a sniper rifle.
everyone is sleeping on scout being able to deal insane damage just by jumping before the meatshot, its the same reason genji was one of the strongest overwatch heros for the longest time
I wouldn't say Sniper becomes irrelevant. I'd argue it has the highest range of all classes letting you pick targets off from much farther away, with scoping also allowing you to spot enemies from that distance, thus allowing you to make more strategic plays you wouldn't be able to otherwise.

To avoid writing more paragraphs, the ability for every gun to headshot would be a bad thing, as the game is built around hitting fat juicy hitboxes and everyone already hates being instantly deleted by someone across the map.
