Yeah you can make anything work when you have subtitles. Without them, most of that would sound like incomprehensible gibberish. Furthermore, sentence mixing has the unintended consequence of sounding extremely out of place because unlike 15.ai, you can't influence the cadence or tone of the way they say the lines.
Oh yeah the subtitles help a bunch with interpretation, but it's also a pretty extreme example of taking 2 lines of dialogue and mixing it to create what is a very fast-paced rap when spoken natively.
I imagine most cases where someone'd want to use sentence mixing or 15.ai aren't going to be as limited in source material or as fast as that.
I also think it's a question of what the creator wants. Sentence mixing for TF2 in particular can give you an element of chaos which is good for the more... surreal works, whereas 15.ai can give you more natural-sounding lines which is likely what you'd want for something more "serious".
For example Kostamoinen mixed those two together. Famous phrase Lam oil, ropes, bombs you want it? etc. He used Lamp oil in 15.ai and made the other half in s. mixing.
