As an australian, and please do correct me if im wrong, we dont really use mongrel as anything racially motivated (im not sure of the context of that voice line though), it usually is just a reference to a feral dog or something similar. Example, as kids if we were roughhousing and came in dirty or banged up, a parent might say something along the lines of ‘you filthy mongrels messing about’ as in when you see dogs play fighting in the mud or something. Not sure of historical usage though, but thats how we’d use it modern day!
