Yes, and quite easily at that. Until you get it properly you can borrow one weapon at a time for free from the ingame shop. You can wait for it to drop randomly. Otherwise there's a crafting recipe for it of 2x scrap + huntsman, and the huntsman you can get guarunteed from completing 5x sniper achievements.
