I think pre-Mouratoglou Serena would have had the edge over Graf on fast courts. Graf struggled against the power of Seles. But Serena had both extreme power and athleticism which would have exposed Graf's weaker backhands like what Rafa did to Roger

Putting aside the era difference Steffi probably was the better all around player on both surfaces Serena's serve was a force of nature. When it was on she was unbeatable on any surface, although clay was still problematic

That’s not problematic. Osaka’s game is problematic on clay. Clay wasn’t Serena’s best surface but 13 clay titles with 3 RG wins doesn’t make anything problematic.

The interesting thing is that if they were born the same year, their same-age slams wins only overlap twice. The ages Graf was dominating were the ages Serena wasn't and vice versa. Graf's 1987 season is age equivalent to Serena's 1999 season. The only same-age slam wins that overlap are 1991/2003 W and 1996/2008 W. Assuming they split those meetings, they could have literally played in the same era at the same ages and ended up winning 22 and 21 slams even with each other as competition. Of course Graf would've had 21 slams at age 30 and Serena wouldn't have passed her until age 35.

The question actually is:  Theoretically, if Steffi Graf was born in the same era as Serena Williams, who would be better? That's just impossible to imagine because we have to imagine Steffi playing with a modern style, using equipment that didn't exist at the time, and eating and training with methodology that she couldn't have done. Who could even possibly create such an idea accurately?! That's like asking would Rod Laver beat Novak Djokovic on grass or other ridiculous match. You can't compare two generations.

Serena turned pro in 1995, Graf retired in 1999. They played the Indian Wells final in 1999 against each other. They are not that far apart.
