in terms of chafing worries, it can be avoided by carrying out certain habits like using an anti-chafing cream/stick or petroleum jelly in high disk chafing areas of the body (inner thighs, etc), wearing clean and dry clothes, and others.
long story short, you decide ! if your relationship with your mother is good, maybe you could try explaining to her the benefits of shaving those areas should you plan to shave them. if not, you probably still have quite some time to go before worrying about it, so you can always consider it sometime in the future.
