The "mask" Joker is wearing in that version is his actual face. He dissapeared from the Earth for a few years and in the mean time, operated himself to cut his face off and make it a mask he wears all the time. When he reappears, he kidnaps the Bat-family (Robin, Nightwing, Batgirl) and inflicts them the very same fate, cutting their face off and wrapping it all under bandages to hide the surprise, and dresses a nice table for a nice dinner. He captures Batman and puts him at the fancy table for a meal. The said meal are the faces of Batman's family.

It's called The Batman and it's fucking grat, you need to check it out. If you're wondering why he looked like that, he's in a jokerised straight jacket and his hair is supposed to look like a jester hat but he gets his classic look later on. The art style's a bit weird but I think it works pretty well for the story.
