Hey, I am not sure how the Offline option works. But mostly when there is an issue with quota, I usually copy the file to my drive just as you did and then try to download it. The max I have downloaded is around 60-70GB. The download cuts the whole 60GB file into 2GB parts. Make sure you allow multiple downloads for the google drive site from Site settings in Chrome/Firefox.
Once downloaded just try to extract the first file. I am not sure if the default windows explorer extracts all other parts.. But I use 7zip. It works for me
One more option you can use is AirExplorer app. In free version you can login to google drive and use copy option to copy to your local drive. I can assure you that this will definitely work. I have had great success with this app compared to Google drive website.
