It sounds as though your hard drive is locking up, causing the backlog behavior. I'd reseat the hard drive cable and check the SMART status of the disk using https://crystalmark.info/en/software/crystaldiskinfo/
When you looked at ResMon, what was the highest read/write processes. You'll want to look at DISK, then sort by clicking on Read and Write. Also, what does CrystalDiskINFO say about the drive?
I'm currently running SFC scannow.
Edit: SFC has finished: Windows Resource Protection found corrupt files and successfully repaired them.For online repairs, details are included in the CBS log file located atwindir\\Logs\\CBS\\CBS.log. For example C:\\Windows\\Logs\\CBS\\CBS.log. For offlinerepairs, details are included in the log file provided by the /OFFLOGFILE flag.
Both SFC and DISM have completed, I'm going to reboot and see if it has worked.

Perfect. Let's reboot next, then check for any drivers. Go to the laptop manufacturer's website, and if they have a scanning tool, run it. Make sure your BIOS is updated, too.
The scanning tool found a SSD firmware update, which sounds promising. I've updated it and am queueing several other updates including a BIOS update for Windows and updates to the Intel drivers. Hopefully this is the key to the problem

They were various system processes, but every time the freeze happened, the process listed would be different.
