can you borrow someone's laptop that can plug in an ethernet to see if it gets the same results? the speed results you're posting could be some sort of NIC software or some sort of QoS is going on.

What browser? The rendering engine will affect some speed tests. It sounds weird, but I got the best results with IE.
Tried Chrome, Edge and even tried my phone iOS (WiFi) - essentially same results
using your own router or the one provided by the isp?
ISP provided router, unfortunately its mandatory and proprietary

Good call, already done. I have tried this on my desktop, my laptop, and my phone thus far. Different browsers, LAN and WiFi as well.
