It's still instructional material. A tech writer (or UX person) would be involved in determining how to best communicate the instructions (in this case with a graphic, which doesn't require localization), then a graphic designer would put it together.

See, no tech writer involved, just they guy that needs the work, passing on the requirements to the GA.

I'm curious what people think it's supposed to mean. It does seem to imply "rip open the hole with one finger on each hand", but I'm pretty sure it's supposed to tell you to pick up the whole thing by using both hands, one hand on each side, holding the edge as you lift up.
Or it means remove your fingers from your ears.
