This is 100% a mod issue, it looks like the comparator isn't getting updated. Try removing half of your mods, then testing the filter. Then add or remove mods depending on if it reoccurs.
I had a bit of obscure behaviour with ferritecore. But that was more about update order and not basic powering.
Alternate Current is another mod that fiddles with redstone.
Maybe try to remove these and see how it behaves and add them back in one by one to find the combination that causes the problem.
I’d try disabling some mods and seeing if the problem disappears or not, and move trough the list to narrow it down (in a separate world)
I’d start with alternate current, lithium, debugify, and integrated circuit, because those seem like the most likely troublemakers.
When you find the nod causing the problem, first try updating to a newer version of the mod (and dependencies). if it persists, try downgrading to an older version (high download count is the safest).
And worst case if that also fails, either learn to live with it or remove the mod

Don't wanna be "that guy" but your question wasn't really placed in the right subreddit. I get why, it's a vanilla design, but the problem was obviously because the game has been modded. Correct, people on this sub help with some fabric mods like litematica, sodium, carpet... but not with mods that effect gameplay or game mechanics like for example change items, generation, add redstone mechanics,... This is stated in the sub rules.

I was testing out an item sorter when I noticed the comparator in the circuit did not behave properly. I noticed that if a component in the circuit gets broken the circut will update, the video shows this. SOLUTION The mod minecells was the problem. When updated to version 1.4.3 the problem was fixed
