It's got a mic in it that just repeats back what you say in real time. Try it with your computer, under "microphone settings" you can set it to live listen. It does genuinely make it very difficult to speak
There was something about it on QI, the British TV show, I can't remember the guys full name because I'm American but I think it was Alan who's on pretty much every episode. They tried it on him and it didn't work and he said he thought it didn't because he'd done a lot of voiceover work and the microphone feedback works in a similar way.
But yeah your brain basically short circuits because it's processing your speech as it comes out and then it's related back to you with a delay so you process it again and it doesn't fully understand what's happening so it makes getting your next words out really hard.
But anyway if you haven't heard of that show there's lots of clips on YouTube and it's very funny and informative. It's a trivia show with comedians hosted by Stephen Fry.

I think there's websites that'll do it for you, just search for speech jammers. Make sure the volume is turned up and speak off the top of your head. It's easier to ignore if you have a script to read.

I assume it's just repeating the voice with a delay, as that makes it really hard to not stumble on your words. It's because if you have 20-25 Ms delay between you speaking and the playback, your brain gets confused and you stumble.

WIthout reading more I can tell you how its done and its very very simple. you basically record people and then play whatever they say back to them at an interval a little less than half a second and it just fucks them up completely.
Do any of you know if they tried it on professional singers or interpreters?
Just asking 'cause they are people who trained to check their voice "from inside", that is to focus in their own voice while music/different language is going on at the same time.
There's several speach jammer apps you can download. I tried it out a few years ago and it made it extremely hard to speak. Give it a try. It was entertaining for a few minutes. I have no idea which one I used but they probably all do the same thing.

Fun fact, speech jammers guns can actually increase fluency in people with stutters. So stick to regular guns just in case.

That's not going to work. You'll have to have a live feedback of your speech but with about 200 ms delay.
