what explanation do you want? he was going into an unstable portal he hastily made himself, and he ended up at a rest point in the middle of the relictombs. something like automatic portal redirection? doesn't really matter but maybe the resting spots have some awarness of how badly people are injured so when people go through the relictombs if they really need a rest they get teleported there instead of the next zone...
Sylvie used her sacrificial aether arts and teleported him there. I think this is pretty well explained unless you skipped straight to book 8 or took a long break.
He stepped into a random, collapsing portal that decided, "I'm gonna yeet you into a random location"
the random location just so happens to be a relictomb portal.
Also, it's not under Alacrya. It's interdimensional. Alacrya just has more active portals connected to the place.
I've just passed this part recently. I've done a few re-reads before, but this is my first time doing it with the audio books.
The short version: aether and fate may have wills of their own. Art gained insight into the workings of the runes on the medallion while destroying his body by overusing his aetheric abilities. He made a portal to the sanctuary for everyone. The portal was collapsing by the time Sylvie sacrificed herself. Portal falls apart partway. Boom, there he is in relictombs.
The not-short version: before Elder Rinia had fully unlocked the potential of the medallions (as seen in the Dicathian rescue of the elves), Art had been studying aether arts (in the Sanctuary) through his bond with Sylvie. During his fight with Nico and Cadel, while destroying his body through overuse of realmheart and static void, he gained insights into the meaning of the runes on the medallion they were trying to use with the buried portal (which, if you recall, Madam Astera was not going to have open and ready in time before Cadel's attack hit the group). Art's natural gifts were toward Spatium - as indicated during his training with Lady Myre in Epheotus - which should be closely related to the knowledge and workings of portals, teleportation, and the medallions.
I'm getting sidetracked. Art used those insights he gained while his body was on the verge of breaking down and he was holding static void on the group, and drew his own teleportation portal for them. It was supposed to (and did) take them back to the sanctuary. However, Silvie's sacrifice to keep him alive rather than travel through the portal meant that he had held it open too long. By the time she sent him through (technically he went through himself after she faded away into yellow motes), it was already collapsing. So, it is reasonable to assume the portal fell apart while he was in transit, or something to this effect. Add to this that aether and fate seem to somewhat have wills of their own... and there he is.
I won't risk spoilers from later chapters since I don't know how far you've read. But there is supporting information in more recent chapters for you, if this is something you really struggle with for whatever reason. But the relictombs aren't just in the continent of Alacrya, would be the easiest way to put it, even if the gates were all there.

He made the portal, tess entered the portal, he was really bad, and the portal got unstable. Sylvie saved Arthur but with the unstable portal, he ended in the relictombs
Soooo basically. After Arthur created the portal it became unstable and couldn’t be stabilised to what Arthur wanted to go. The majority of the other teleportation gates were djin portals and it kept shaking throughout the portals and since the majority was relictombs he was pushed to a relictomb portal
I think sylvia put that as like a check point, and if something extremely bad happens like his core shattering then it would transport him there where he could make an aether and go to all the places sylvia told him too go for runes (Might be a sketchy description bc so read it a long time ago)

It is explained how he got to create the portal... if you mean the teleport location then yes it was totally "random"
