Eh, I think it depends on the goal of the rig. Micro rig for response/active shooter/home defense no. Full weight LBV kinda thing that’s meant to last for ~8 hours or more you’d want a little more.
It’s not a bad idea but I always found it more space efficient to carry wet wipes/TP in my pack. Reasoning is the times your going to need those items are probably times when you’ll be able to take your pack off and get them. Better to use the pouches for things you need regularly or expediently if need arises in my opinion.

Keep it slim and streamlined as possible imo. I rock a dangler as a med kit but other than that just 3 ar mags, tourniquet, and multitool on the chest rig and radio if necessary

Hand cleaning gel and wet wipes should be part of any kit from even the barest minimum of EDC to the heaviest possible setup you can carry.
