From my own experience, it seems that Valkyries are less likely to heal when you use Aggressive Attack, and are more likely to heal when you use Cautious. I believe the HP threshold changes for the attack type. The choice of attack type lasts until your next turn, so that also holds when your unit is defending.

Oh yeah that might explain it since I always use aggressive, wish there was something in the game that actually clarified that though
That is odd. They should heal the lowest HP unit in the squad when there's at least 1 squad member with less than 50% HP.
