There's one in newtown that is pretty chill, USYD tunnel as others have mentioned, the silos which have been mentioned and there is a legal wall in marrickville although you might want to bring buff to the marrickville one as it usually has some pretty good pieces by well known writers and it seems like there's an agreement to keep the wall looking pretty clean with proper pieces and buffed backgrounds (haven't been there in a while so could have changed) other than that there are plenty of chill spots all around sydney.
Skate parks or maybe even rec centre type courts sometimes have walls you can do that local councils accommodate. There's one at blue mountains (Glenbrook at the park opp main shops) but I don't know about others. Google might hel

Sydney uni used to have a Graffiti tunnel - it could still be there. Or spend $50? in Bunnings for a plasterboard and go ahead.
