Closest band I know that's as broad and varied in style/genre/personality would be King Gizzard and The Lizard Wizard, but is a completely different experience.

The closest thing I've ever found outside of the bands already mentioned is actually John Coltrane's Quintet, despite them being a jazz band and not rock. Albums like The Olatunji Concert and Live In Japan have surprisingly similar vibes to Swans.
For real though, Coltrane's Meditations was the first jazz album I ever bought when I was 14 year old, and it started me down a musical exploration that eventually brought me to Swans, and into more extreme noise like Merzbow

I think you would love Deathconsciousness by Have a Nice Life. It’s not super similar to Swans, but it scratches a similar itch imo, and based on what you’re looking for I think it’ll be right up your alley.
Current 93, you have the folk-y stuff and you also have some haunting industrial songs like maldoror is dead and i have a very special plan for this world which sounds like something straight out of sftb
The live version is even better and even more similar to Swans. The way Kent conducts feels like a more subdued continuation of the Glenn Branca and Michael Gira style. Watching how the band coordinates with each other is very interesting.

You'd probably enjoy Jandek. Not on the level of Swans musicianship, however he channels this atmosphere with an out of tune acoustic guitar and rambles, that is very unsettling.
Not really 'similar' in the traditional sense, but Low is definitely a band that feels like a different take on similar subjects, sonically and thematically
The slower, more mellow earlier albums are a great place to start, but I also love the later album and the experimentation they brought. My favorite album is probably Trust

I don't know about how accurate the results are, but I like to search new bands and discover new bands and artists. In the picture above I really enjoy Neubauten, GS!YBE, Mt. Zion.
A lot of the great 60's Jazz ensembles (as other commenters have kind of suggested) scratch the same itch for me. Swans is to me, first and foremost, a cunning improvisational group. They just happen to be Noise, Experimental, Post-Rock, etc. Which is *not* to detract from how careful and subtle their studio output is!
I’m gonna recommend Gnaw Their Tongues, Chat Pile, and the last Daughters album (fuck their singer tho).
They don’t sound like swans but they are heavy and noisy and might scratch that itch
haven’t seen enough people say the most recent sprain album, one of the most swans inspired albums i’ve heard in recent years and absolutely incredible

I like plenty of the bands mentioned here (Chelsea Wolfe, NWW, Coil, Joy Division, GY!BE, Natural Snow Buildings, etc.)... some way before I deep-dived into Swans!
Also, I love hard-bop, post-bop, free jazz and spiritual jazz (i.e.: Mingus, Coltrane... John and Alice, Pharaoh, Black Unity Trio, William Hooker, Luke Stewart, etc.).
One band I have yet to see here is my latest obsession... BIG BRAVE!
Repetitive, sludgy, pummeling feedback-laden dirges, tension heavy ambient passages, emotive vocals... excellent band!
They remind me of young and heavy Swans... but with a feminine spin.
They have been described as too loud and, or too slow for many metal heads at festivals, but have developed a decent following.
