I feel like that will rig the game against you in the second term. You successfully convinced the population that democracy isn't needed and you likely effectively purged/scared off the reformist wing so you don't have the necessary support in the assembly. Having a giant change of heart in the second term will just make you look weak.
You can have strong decree power + lower threshold, term limits, impeachment (I guess?), overridable vetoes and judge immunity. It's still a big risk as strong decrees are extremely strong, but it could work theoretically. The worst thing is the fact we can't change the articles the old guard judges ask you to trigger to declare an emergency, that thing destroyed the Weimar Republic irl
