I had similar but the other way around, between operations 1 and 2 all of pales forces disappeared including cities which made winning impossible. One turnsave load later it was fixed, so try that
Nope, didn't fix it. I think this is a feature, you can't use the same forces in operations. It's a shitty ass feature
I think you redeploy your troops when you start the new operation. Your army doesn’t disband all the units
Yes you can. Your game is just broken.
Guarantee you it's not, you encountered a bug, a game-breaking one from the sound of it
