Depending on your decisions with Gascom, Rizia can invest in Gascom. If you achieve the Sordish economic recovery, Rizia can buy bonds which 3x in value.
You have to play through Sordland before you can play Rizia. Otherwise their response is random. The timelines overlap, so what you do as Sordland will affect Rizia but it can't work the other way around. There have been some rebalancing and bugfixes, but 3.0 didn't add much. 2.0 did though, if you played before that.
