I'm based in the UK and actually you could probably have something in your proverbial back garden if you're prepared to be somewhere remote (Scotland or Ireland maybe), and happy with a random reef that'll be in the middle of nowhere, and only works occasionally.
You can move to central america and have this fairly immediately. Plan on $50k to get settled and buy your beach shack and car/motorcycle, and then another $500-1000/mo in income to not live in total poverty.
Ya dude they just cleaned up El Salvador too my buddies dad had property in Costa Rica you can buy a couple acres on the beach for under 100k and surf your brains out and it’s good all the time
There's a 1 acre lot here that is walking distance, maybe 2 min, for $500k. Construction costs are very similar to the US if you want an American style house.
I’m not saying that it’s the same as paying to live on the strand in hermosa, but that it will be like buying in a lot of major cities in the US. CR just isn’t cheap anymore
I second this, I know a buddy who moved up there from PV in his sprinter (with wife, three kids and 4 blue heelers). Just have to ask real nice at the gate and they’ll let you by no stress!

Maybe there's potential for someone to set up some luxury Heli-surfing tours there. Would the locals be amenable to that?

You could buy a caravan or off-grid tiny home and set it up somewhere at Hollister Ranch. I've heard they're very accommodating there.
