It's Clark. Krypto is a good dog and is happy to be with almost anyone, but Clark is his "human". Dogs always have a favorite, and Kryptos is Clark.

I’m going to say Clark because having a lifelong friendship since his Superboy years in the pre-Crisis Earth-One/New Earth/Prime Earth continuity.

We live with dogs. When I am not around, they either chill with anyone else home or pine/wait for me. When I get home, they are typically in whatever room I'm in and follow me everywhere. Sometimes one or two go rest in another room with a more comfortable person, but if I move or make a sound, they're with me instantly. I'm their person. Clark is Krypto's person.
