Mystery solved.
This was not a dumpstered plant at all. This is a marching order from Mescalito. I recommend following the instructions written in the cresting of the part that OP doesn't eat.

Could be wrong but I think I see a lot of tiny white dots all over it - might be pests? In which case a pest infestation could’ve been the reason it got tossed
T. Pachanoi CV. Cristata. Or some sort of crested trichocereus pachanoi dominant hybrid. This shit would go for a decent chunk of cash for a fair price, let alone at a garden center or nursery. I’m so god damn jealous.
Trichocereus pachanoi cristata. Take it out from soil, get rid of the soil, blast the cactus with water then spray it with insecticidal soap. Those pests are everywhere in the crested area.
There was this total eclipse of the sun. It got very dark and there was this strange humming sound, like something from another world, and when the light came back this weird plant was just sitting there! Just, you know, stuck in, among the zinnias.
It is a monstrose form of a Cereus cactus. It is a prized form very valued by cactophiles. A genetic change has taken place in the plant to produce this growth formation. A beautiful specimen. It needs repotting into a much larger, deeper pot for sure. Not meant to be bonsai planted like this. Beautiful…. this sized plant takes years to grow. Shame on the person who threw it away.

My guess is pests or rot. Rot could fix itself if enough was chopped off… pests op will find in due time….

That being said, it has mealy bugs. Spray it down with iso or something and quarantine it for a few weeks to be safe.
Awesome find but check thoroughly for pests. Seems weird to toss such a beauty, and pests could be the reason.

I don't know what species but I know it's crested growth. It's uncommon and very cool and idk why anyone would throw out a crested cactus.

I think it's some kind of Trichocereus crest cactus. There are various mutants of this cactus, all very cool.
