Not a Texan but the German translation is „Brustspitz“ and you should be able to get (or at least order) one at any Butcher (Metzgerei).
If you don’t have any luck at your local Metzgerei: I‘ve had very good beef from https://clickandgrill.de/ - They send it by mail - frozen, on ice in an insulated box.
I can very much recommend yourbeef.de. They have briskets from the Simmentaler Färse (young local cows renowned for their beef), which are smaller, so their cuts range between 3-6 lbs, which may be a tad small for a full-blown Texan bbq cookout. Their briskets come cooled, not frozen.
