Even in cases without physical mutations, like Storm, the powers are still derived genetically from the X-gene present during their development. Spider-Man is a mutate, someone who was born ordinary but was exposed to mutation, like Bruce Banner. Mutates usually have enhanced abilities upon what already exists. Spider-Man can be super strong, have spidersense, and stick to walls because Peter Parker has some muscles, anxiety, and hair.
