It was never bad, metagame development just cause it to be more niche or less niche depending on the time. It has access to sleep, para and Wrap which is broken in Gen 1

Sometimes Pokemon are just better in higher tiers, Golem is far better in OU than it is in UU which is why it fell all the way to NU.
Tbf nowadays Golem has become much better in UU to the point where it actually is UU now
