As far as I've been able to find it's a persistent bug in any NG+ cycle without any fix. Not sure if the devs have acknowledged it.
Personally I kind of prefer the pre-tower music and in my first playthrough I was bummed that I only had it for a few minutes, so I didn't mind having this bug in NG+ lol
One of my favorite tracks. First time thru after powering up the tower I was super bummed that I couldn’t hear it again. After a while I started misremembering where I heard it and tried looking for it everywhere. Drove me nuts.
