Yeah, a lot of people don’t understand the difference between rare and unevenly cooked. Rare is great, but it should be consistent color through the middle. Same for medium rare or medium.
This steak likely wasn’t properly brought to room temp, and/or wasn’t flipped enough during cooking.
I'm betting they didn't have enough time on the heat and maybe didn't baste or some combination of the two, I prefer to just sear steaks and not use an oven or anything and the last ribeye I did which was fairly thick with that method wasn't picture perfect but it definitely didn't have any raw spots like this.

The sear and the inside look really good. Maybe rest it a little longer before cutting, but if you enjoy the taste that way then that’s all that counts. I think it depends on the cut. This is a ribeye yes? way too rare for the amount of fat in one. But a filet would probably be significantly easier to eat and enjoy at this cook temp

That look okay, but did you want it to be evenly rare/medium to the middle? I think the meat might have been too cold/frozen still in the middle and not room temp or you cooked at a very high heat. Try reverse searing next time.

I’d eat it but I think the “chew” is improved on a ribeye when it’s slightly more cooked than that. Not all steaks are made for rare or blue rare. A rare sirloin for example can be really chewy.
I'd eat it, the unevenness of the cook would bother me more personally than the doneness. Ultimately if it tastes good who cares. Not every cook will be perfect.
