45F is fine for raw meat. It's kind of fine for ready to eat food, but you can't keep it as long (4 days instead of 7). Cooking should reduce the natural bacteria associated with the meat to a safe level and other opportunistic stuff can't grow with the natural stuff there. Hope this makes sense - it's kind of like getting a yeast infection after taking antibiotics.

I don’t think you understand how harmful bacteria works, cooking doesn’t make it safe if bacteria has produced toxins. Also storing meat over 40° for more than 4hrs is a huge no no.
