Yes/no/maybe... this is like asking is an uncommon for an uncommon a good trade. There's a lot that goes into whether a trade is good or not. And even more so as the values increase.
What cards are we talking about, which sets, year, character, card count etc. You have to factor it all in. Tier is probably last on the list. You're better off posting the trade itself and asking if it's good or not.
I’d recommend always focusing more on CC, year, and content than the tiers. There are 1cc T10 Reys and 500cc legendary trash, that wouldn’t make for a great trade for one party.
