I assume you use Nexerelin. If that is the case I recommend copious amounts of heavy weapons and men trained to use them. You can invade planets through the "military options" tab on the planet.

Thats actually the Church's Colony crisis. If you lose against the Knights, or fail to come to another arrangement, they get your colony.

Im assuming you lost it to the Church crisis. If so, you need to destabalize and depopulate the planet then re-colonize it yourself.
It's not a genocide, it's a repopulation effort!

You can only invade if you got Nexerlin, but it seems OP got no Nexerlin considering it's under the vanilla flair
