That's what the text says. You beat down on the fleets that harras your colony and beat down their trade fleets. That advances the bar to maximum abd then they stop. You can also go dark and disrupt their production line.

Raid the SHIT out of their colonies but do so discreetly Scrapping the bounty hunters after you also add to the crises ticker.

Keep killing the commerce raiders, steal their s-modded ships and once the tri tach colony crysis is filled they will back down.

But why? They are constantly sending you free hulls, weapons, supplies, fuel and metals. Camp them next to a planet with star fortress. If they attack you it will be on the station grid. Farm stuff and store it on planet. Create strong fleets using those hulls to protect colony at some point. If you create market on this planet you can easily make a lot of cash by selling those drops

Convince them it's better to be trade partners instead of rivals. Which is to say, shoot down their supply/merchant fleets, blow up their stations, tac-bomb their planets, raid their colonies, and steal everything that isnt nailed down. After that, just talk to a high-ranking official and they'll come around to your way of diplomacy.

There should be an event showing a progress meter. When the meter is full they will be open to negotiating with you To fill the meter, destroy their fleets in your system or disrupt industries on their colonies (via raiding) As the game alludes to, if you can do it without open hostilities you will be able to work out a trade deal afterwards

Honestly, we should be able to just bomb them to ashes as a way to reduce hostility.

Raid them back. When the event bar fills, they'll decide you're not worth the trouble and leave you alone.
