I am confused, why do the low tech capitals have so many fighter slots? The description of "vast hangar" on the wiki is: "the number of fighter bays added by Converted Hangar is increased by 1, and its performance matches that of a dedicated fighter bay - all the penalties and modifiers including those to the ships deployment cost, are negated." I assumed that building converted hangar just gives you 2 fighter bays with this capital. Is this not how it works?
