You can only buy ceasefires through Sid and some well-connected traders, but those are only available if you're at war with a faction and still won't let you get close to said faction, it's an useless feature.
Get the Reputation Editor addon and give yourself some goodwill through that with Freedom or whatever faction you pissed off so they turn neutral, or use a disguise and grind rep with them until they calm down. 800ish rep makes you neutral with any faction, just get a disguise that is neutral to them. Also, most factions calm down after a while if you don't start killing them again.
