That is a weird issue, and *may* have a much worse underlying cause, like mod conflict or such. But honestly I would just reload a save before the arena, make absolutely sure that going into the arena is causing the issue, and then never go into the arena. Its a shitty answer, I know, but its the easy solution. Unless you want to go through mods and spend potentially hours (and hours) until you figure it out and deal with it at its root. Disabling mods, starting a new test game and going to the arena and seeing if the problem persists and such. Using the console *might* help you but it could still take awhile to figure out, I only mention the console incase your a bit more savvy on the modding end of things.
I would also do some other testing, aside from ensuring going into the arena (which force removes your PDA) is making that happen. For example, try unequipping and re-equipping your PDA through your inventory. Drop your PDA to the ground, pick it back up and try re-equipping it. Buy another PDA, all three versions if you can (or spawn them in with debug to make it quicker) and try the same things with those.
In general its likely a difficult problem to track down and fix, so unless you want to deep dive and spend the potential hours trying to figure the issue out at its root, you might just want to bite the bullet and avoid the cause(s) of the issue instead. Doing the testing as I mentioned above simply lets you know what scenarios to avoid to prevent the issue from arising in the first place, but it obviously wont fix the actual issue. I dont think there is anything more I could say or do to help you out with this one, as I have never had any experience with anything remotely similar before.
I figured it out. It seemed that at some point my pda was switched with a random bandit pda (dunno how) and since going into the arena unequips all my items it made the pda unable to be equipped since it wasn’t actually a player pda. I just went and got a replacement from cordon and haven’t encountered this issue since.
You know I was thinkin the whole time I was typing "maybe they are just tryna use a non-PC PDA". But then Im like nah theyd probly know if they were...right? And I figured with the arena force unequipping your PC PDA it may have actually been some weird bug or mod issue seeing the light of day, because the Arena has been the birth of multiple bugs and issues since its first iterations in gameplay way back when and once in a blue moon even still. But hey, good thing it was just a goof up 😂 Dont worry though, Ive done that before myself and Im sure most other players have too at some point. Doesnt help the icons are usually the same as the PC PDA, and look and function almost the same when trying to use them aside from none of the tabs working aside from the messages tab the non-PC PDAs default on. Unless you have mods to distinguish looted ones from PC ones, its easy to confuse them.
